HEALTH INFORMATION SYSTEMS ADVISOR: DAR ES SALAAM, TANZANIA

Position Description: As the Health Information Systems Advisor you will be responsible for independently providing contractor services and deliverables by providing expert advice and technical assistance for health information systems management projects. The HIS Advisor works under the direction and supervision of the Strategic Information Program Chief. The primary purpose is to provide technical expertise to Ministry of Health (MoH) and Company in the development and implementation of Phones for Health, primarily data management systems to track progress and impact of HIV/AIDS programs in Tanzania. The HMIS Advisor will assist the Strategic Information Program Chief in providing support services to satisfy the overall operational objectives of the AIDS Program, Organization – Tanzania.
Description of Responsibilities:
- Serve as the Organization’s Tanzania lead expert in health information systems and Tanzania program monitoring systems.
- Collaborate with Phones for Health on the development and implementation of the information system components and coordinate with MOH and in-house database administrator.
- Consult with MEEP on the development and implementation of Tanzania program monitoring system to assist in monitoring HIV/AIDS prevention, care & treatment activities.
- Consult with University Computing Centre and National AIDS Control Program on the development and modification of existing national databases for HIV/AIDS in Tanzania.
- Collaborate with Zanzibar AIDS Control Program and advise on the development and implementation of its databases for HIV/AIDS activities.
- Consult with Tanzania program on the use of PDAs for data collection by the MOH and work with Organization ICT on the definition and development of software for the PDAs.
- Assist in the monitoring of a cooperative agreement with UCC on the use and modification of the national ART database system.
- Provide leadership in developing trainings for Tanzania program staff and MOH, on the use of data, as appropriate.
- Serve as the Tanzania COPRS Administrator and provide leadership of entering data into COPRS during COP season.
- Participate in the Tanzania SI ITT and provide leadership in HIS related issues.
Salary Grade: Varies upon experience
Location of Position: Dar es Salaam, Tanzania
Minimum Qualifications:
- Excellent English speaking and writing skills are required.
- Masters or Bachelors degree in Information Technology, Computer Science or related field.
- Minimum of 5 years active computer programming/DBA experience in a busy solutions development environment with direct responsibility for planning, developing and maintenance of databases.
- Must have at least three years experience in managing HIV/AIDS health information systems program databases or medical records in a large hospital or managing billing systems for large medical or non-medical organizations.
- Demonstrated ability to develop applications, customize or build solutions as required by various clients; Practical knowledge of at least one programming language such as VB or C++.
- Ability to develop applications using EpiInfo, MS Access etc is essential, Experience in training others on use of software applications, Ability to communicate verbally and in writing with mangers and staff required.
